12 Goldthwaite Dorr records that General Orders 37 was issued from the Chief of Staff's office by General McNarney without judge Patterson's knowledge. Secretary Stimson was preparing for a trip overseas at the moment and apparently approved the order without discussing it or without realizing that his Under Secretary disapproved of it. When Secretary Stimson returned, neither General Somervell nor Under Secretary Patterson were then disposed to raise the issue again. Dorr, Memorandum Notes, pp. 48-49.
