Inactive Corps/Division Flags (U)--ACTION MEMORANDUM

  1. Issue. There is a need to announce a policy on inactive corps and division flags.
  2. Discussion.
    1. Current Army policy (except for the Division Post Plan see para. 2b below) is to place flags and colors of inactive Army units in storage (AR 840-10) until reactivation of the organizations. The flags are cared for under proper climatic conditions, they are in a central location so that veterans can borrow the flags, control over their usage is maintained, and the flags are available when the units are reactivated.
    2. In 1971 the Chief of Staff, Army, approved a DCSPER plan designating Army posts as home stations for inactive Regular Army divisions. This program is still in effect. A list of the divisions and their posts is at TAB B.
      1. The home stations were to act as custodians of the inactive division flags and for selected memorabilia for the purpose of keeping alive the history, traditions, and achievements of the divisions.
      2. In addition to the flags at the designated home stations, duplicate infantry division flags were to be provided to the U.S. Infantry Museum, armored division flags to the Patton Museum, and airborne division flags to the 82d Airborne Division War Memorial Museum.
      3. While the flags are visible to the Army community, post personnel often forget why the flags are there. After one to two years, the flags do not necessarily fit the approved story line of the post museum, some posts do not have certified museums in which to maintain the flags property, and the flags may not be readily available for veterans or for reactivation.
    3. This action has been coordinated with DAMO-FD and DAPE-HR.

Recommendation. That the CSA approve the message at TAB A reaffirming that portion of the 1971 DCSPER plan authorizing the US Infantry, Patton, and 82d Airborne Division War Memorial Museums to display duplicate division flags; announcing that duplicate flags for inactive corps will be authorized for display at Fort Leavenworth; and reaffirming Army policy as promulgated in AR 840-10 stating that inactive flags and colors will be retired for storage.

IN ORDER TO MAINTAIN VISIBILTY OF THESE FINE ORGANIZATIONS WITHIN THE ARMY, I AM REAFFIRMING A PLAN DEVISED BY THE DCSPER IN 1971 TO MAINTAIN DUPLICATE FLAGS OF INACTIVE ARMY DIVISIONS AT THREE CONUS POSTS: AIRBORNE DIVISION FLAGS AT THE 82D AIRBORNE DIVISION WAR MEMORIAL MUSEUM; ARMORED DIVISION FLAGS AT THE PATTON MUSEUM: AND INFANTRY FLAGS AT THE US INFANTRY MUSEUM. IN ADDITION, I AM DESIGNATING FORT LEAVENWORTH AS THE POST AT WHICH A DUPLICATE FLAG OF THE VII CORPS CAN BE DISPLAYED. ALL ORIGINAL FLAGS WILL BE PLACED IN STORAGE IN ACCORDANCE WITH THE PROVISIONS OF AR 840-10.
