5 Shortly before the White House meeting, the President and the Prime Minister on the one hand, and Stalin on the other, had exchanged views on the. role of Turkey. Agreeing on the desirability of having Turkey enter the war on the Allied side in the spring of 1943, the Soviet leader expressed his willingness for staff conversations to be held in Moscow.
